LONDON, April 6.

The delegates to the Independent Labour party's conference, by 173 votes to 37, rejected a motion to instruct the council to break away from the Labour party. However, a considerable volume of opinion in the conference favoured a split. Attacks upon the Government were cheered.

Mr. A. Fenner Brockway (Lab., Leyton East) was elected chairman of the party.
