SHANGHAI, February 22.

Anxiety is expressed in Northern Government circles over the large concentration of Soviet troops on the Manchurian border, the intention of which is unknown. Observers, however, believe it in an attempt to intimidate the Chinese Government when the Sino-Soviet Conference is resumed in Moscow, which is at present in a state of deadlock over the control of the Chinese Eastern railway.
