TAKING OVER IN APRIL.

(Received 1.30 p.m.) RUGBY, January 1. Viscount Willingdon, India's new Viceroy, intends to sail for India from Marseilles on April '3. Ho will arrive at Bombay on April 17, and Lord Irwin, the retiring Viceroy will leave Bombay for England the following day.
