EARL'S EXPLANATION. LONDON, December 2. In making a personal explanation in the: House of Commons Earl Winterton (Con., West Sussex) said he had not used the term "insulting dog" to Mr. Snowden, which caused the scene in the House on November 27, when Mr. C. J. Simmons slapped the earl across the face. The Speaker expressed the hope that the incident would be forgotten.
