GRAVE SITUATION.

Martial Law Throughout Country. DRASTIC MEASURES TAKEN. (Received 10.30 a.m.) RIO DE JANEIRO, October 6. Owing to the gravity of the situation brought about by the revolt to the southward, President Washington Luis on Monday decreed martial law throughout Brazil until the end of the year. The Government proclaimed a state of siege on Saturday in the States of Rio Grande do Sul and Minas Geraes, where the revolutions originated. All the banks were closed on Monday by the Government's order until further notice in order to avoid speculation in exchange. The Government has also suspended all the air mail services out of the country on the Pan-American, Condor, and French aero postal lines. Dispatches from Montevideo, Uruguay, state that the Brazilian Government offered to open peace negotiations with the triumphant insurgents in the State of Rio Grande do Sul, but the insurgents refused to accept the terms. It is reported that the insurgents now are mobilising all men between the ages of 21 and 35 for a northward drive upon the city of Sao Paulo. A dispatch from Washington states that unofficial but authoritative reports were received on Monday saying that a revolution had broken out in Para, Brazil, many hundreds of miles north of the previously reported activity.
