UNDER A DICTATOR. LONDON, September 28. Tlio "Daily Express" says it understands that a meeting of the general managers of the Southern and the London and North-Eastern railway's with the president of the Canadian National Railways, Sir Henry Thornton, is likely to develop into a far-reaching scheme of complete reorganisation of the British railways, With Government ownership and the appointment of a railway dictator, in order to eliminate overlapping.
