Place the Minister at the head of a businese showing a falling tendency, having to close branches and reducing the number of lower employees. Would he carry the.eanie heads of departments and the same overhead charges? The one eolution is to take tho control from political influence, and offered a head whose job it to meet competition and make it pay, or else give way to BOtoC' one who can. Place a large proportion of the first grade right away on superannuation and advance junior officers to these places, on a reduced salary cut until things brighten, and gain the confidence of the travelling public and traders by concessions and comfort.
