League's Disarmament Work Criticised. •LORD CECIL'S REPLY. (Received 2 p.m.) GENEVA, September 24. The ,last meeting of the Preparatory Commission on Disarmament lias been fixed for November 3. Count Bernstorff said that he had participated in the League's disarmament work for the past five years, and not the slightest advance -had been made. Lord Robert Cecil, in repJy,' said that Count Bernstorff's view was exaggerated. It was unfair to say that the Preparatory Commission had not prepared a basis for future disarmament.
