Count Bernstorff said that he had participated in the League's disarmament work for the past five years, and not the slightest advance -had been made. Lord Robert Cecil, in repJy,' said that Count Bernstorff's view was exaggerated. It was unfair to say that the Preparatory Commission had not prepared a basis for future disarmament.
