A Punjab Government report scathingly criticises the general administration of the municipalities of Punjab, particularly at Lahore, Rawalpindi and Ambala. The report refers to corruption and systematic frauds in every department in Lahore, while at Ambala the members have always been actuated by personal and communal motives and seldom take a broad, liberal view of their civic duties, states the report.
