WELLINGTON, this day.
IMr. A. W. Mulligan, secretary to the Minister of Lands, has been appointed acting-secretary to the Prime Minister. Executive Council and Cabinet, in the absence of Mr. F. D. Thomson, head of the Prime Minister's Department, with the Prime Minister at the Imperial Conference in London.
