CONSTRUCTIVE SUGGESTIONS.
I have been waiting to see some comment on the article of Mr. A. J. Hutchinsou 'before I presumed to criticise his "constructive suggestions." If Mr. Hutehiiison would support proportional representation, "both for the City Council and for Parliament, he would help to get his number one proposal. "There would be no limit to the number of candidates. There would 'be no pre-selection, and votersat large would have a better class of candidates "to select from, consequently better members, and more efficient Ministers. Members should not be expected to know more than those who elect them. It is not the function of government to run its departments at a profit, but to secure to every citizen a "fair field" without favour. Fixed Labour payments through the Arbitration Court are the outcome of the failure of Customs duties to protect -wages. It used to be known as "the new protection." To abolish the Court would not cure unemployment.
