GERMAN CONSUL EXPLAINS.
LONDON, August 10.
The Nairobi correspondent of the "Daily Mail" says Hcrr Speiser, German Consul at Tauga, Tanganyika, has iss'ued an official statement about the recent incident when 30, sailors from tho cruiser Karlsruhe were ordered -to march past a hotel because the ships' officers thought the geremonial Avould please thejr German hosts. Hcrr Speiser said ho was surprised when the Provincial Commissioner ordered the closing of the hotel bar on the ground that the march past -was a military display which could be regarded ns a form of propaganda among the natives. The 'Consul (called- on the Commissioner next morning and, explained that no military display was in any way intended, and the explanation was accepted.
Next day, Hen , Speiser said, lie heard rumours about his< speech at the dinrieV to the Karlsruhe's officers, and again he visited the Commissioner and protested against the "childish misrepresentation and mischievous distortion" of his remarks.
