(Received 9.30 a.m.) WASHINGTON, July 21. The Senate on Monday ratified the London Naval Treaty, having previously adopted the Norris reservation, stipulating that no approval should be given by tho ratification to any secret agreement or understanding wliich may exist in relation to the pact.
The reservation proposed by Senator Johnson to permit the United States to construct cruisers of either Giu or Sin gun calibre regardless of the limitations in the treaty, was rejected by 57 to eight.
The ratification vote was 58 to nine. A two-thirds vote was necessary. The division came suddenly, after more than a dozen reservations by opponents of the pact had been rejected heavily.
