BOROUGH COUNCIL'S DIFFICULTY. (By Telegraph.—Own Correspondent.) WHANGAREI, this day. On account of the hardening tendency of the money market, the Mayor advised the Borough Council last night that it would be necessary to approach the Minister of Financc for authority to raise the rate of interest on the remaining municipal loan debentures from oi to 5J per cent.
