Independence Seen in Action. "REIGN OF TERROR. (Rccpived 11 a.m.) DELHI, January 31. During the past week Dacca has seen independence in action. There was a reign of terror. Schools, colleges and shops were shut and the streets were deserted, the people leaving town. There have been many stabbings and assaults. The trouble originated with a Hindu procession on Independence Day, which insisted in playing music near the j mosque. i
