CHEMICAL WARFARE
Pronounced Development In U.S. And Germany.

PARIS, December 10.
A rapporteur on the army estimates told the Chamber of Deputies that though Germany had benevolently ratified the convention against chemical warfare, the German chemical industry was purchasing toxic material which was adaptable for warfare and was simultaneously turning out smoke screen apparatus and likewise fire extinguishers, easily convertible into flame throwers.
The development was even greater in the United States,. which was not bound by convention. Russia and Japan were also studying the matter, while Britain and Italy had only renounced their use in case of their opponents similarly renouncing chemical warfare.
