The Nationalist Council of Socialists rejected the motion for collaboration with the Radicals bv 1590 votes to 1452. M. Daladier has now declined to form a Cabinet. It is expected President Douniergue will again summon M. Briand, as the Socialists' rejection of collaboration with the Radicals has wrecked the Cabinet making schemes by MM. Daladier, Herriot, Caillaux and Malvy.
