Important Legislation For Next Session. GOVERNOR'S SPEECH. SYDNEY, September 17. The new session of the New South Wales Parliament was 1 opened to-day by the Governor, Six" Dudley de_ Chair. His Excellency announced in his speech that legislation would be introduced for reforming the Legislative Council,, which now is a nominee Chamber; also for the restoration of the Sydney City Council on an elective basis, at the same time dissolving the Civic Commission, which now controls the city. Other important legislation to be brought down would include a measure to prohibit mass picketing and industrial disorder. In the event of the Federal Government evacuating the field of industrial arbitration, steps would be taken to amend the State industrial laws toward removing the many disabilities which how are depressing industrpioposals Avould be "submitted by the Government for a reduction of taxation , on and individuals. i
