MacDONALD CABINET. Government's Attitude To Victims Of Aggression. FINANCIAL AID SCHEME. (Australian and N.Z. Press Association.) LONDON, September 10. The Conservative newspapers express surprise at the recent statement at Geneva by the Foreign Secretary, Mr. Arthur Henderson, of the Government's attitude in reference to financial assistance for victims of aggression. It is even stated in some quarters that the announcement of Mr. Henderson's remarks has caused a split in the Cabinet. This the "Daily Herald" denies, however. The diplomatic correspondent of the "Daily Telegraph" recapitulates the objections previously raised against the proposal. Dealing with Mr. Henderson's stipulation for the reciprocity under which Britain is entitled to financial aid from the co-signatories, the correspondent says this is doomed to failure because of the unwillingness or the inability of the co-signatories to pay for a British war. "Our experience in connection with the war debts contracted during the Great War has been more than sufficient to prove this beyond the possibility of doubt," says the writer. The "Daily Express" says it is no secret that Mr. Philip Snowden and others dislike Mr. Henderson's proposal, though the Prime Minister, Mr. MaeDonald, supports the Foreign Secretary.
