Dealing with Mr. Henderson's stipulation for the reciprocity under which Britain is entitled to financial aid from the co-signatories, the correspondent says this is doomed to failure because of the unwillingness or the inability of the co-signatories to pay for a British war. "Our experience in connection with the war debts contracted during the Great War has been more than sufficient to prove this beyond the possibility of doubt," says the writer. The "Daily Express" says it is no secret that Mr. Philip Snowden and others dislike Mr. Henderson's proposal, though the Prime Minister, Mr. MaeDonald, supports the Foreign Secretary.
