NEW LYNN

FINANCES OF COUNCIL

An ordinary meeting of the Xew Lynn Borough Council was held last evening. The Mayor (Mr. C. F. Gardner) presided, and there were also present Messrs. Geo. Lawson, H. Dove, W. Piatt, S. James, and J. Worthington.

Highways Estimates. —The_ clerk submitted as estimates for the main and secondary highways during the _year 1929-30 t-he following:—Great Xorth Road: Reconstruction at junction of Todd's Avenue, £"196; maintaining shoulders and strips in bitumen, £345. Titirangi Road: Reconstruction in concrete, 18ft wide, £9000. shoulders to kerb, £2300: total, £11.496. Resurfacing and maintenance prior to reconstruction, £.500. Financial Statement. —An aggregate statement of accounts of the New Lynn Town Board at March 31 last was submitted by Mr. E. A. Greenslade. A study of these accounts showed adverse balances, which are largely covered by outstanding revenue. The expenditure on general account had been -particularly heavy, some £2300 having been expended on streets maintenance, while the costs of working the roading plant (including payment o: £450 for purchase of roller) amounted to £1239. The preliminary loan account of £5800, which provided for the kerbing and chanelling of the Great Xorth Road was over-spent to the extent of £93 17/11, and had been balanced by a transfer from general account. It would be found necessary to include in the estimates for the ensuing year an amount sufficient to complete the work commenced in Smith Street. The council would require to give special attention to the waterworks account. This account commenced with a debit balance of £ 1800 and clostfd with an adverse balance of £3600. Outstanding revenue would probably cover the past year's expenditure, but would not provide for any reduction of the previous debit. Since the exhaustion of the water loan all extensions had been made out of revenue, with the result that a debit balance had been steadily growing. It was quite evident that the water rate would have to be increased to at least 3d in the £1. In the estimates for the year 1929-30 it would be necessary to include amounts for the purchase of land for council depot, and land, taken for street widening. estimated to cost £1500, as

well as allocations for legal expenses and claims not chargeable to sewerage loan account,

Water Supply.—The strengthening and extending - of the district water scheme was the subject of a report by the board's engineers, Messrs Gray and Gulliver. A separate report dealt with the new Kelston area. The initial scheme was firll.v approved and will not be interfered with beyond the lifting of a length of three-inch mains, at a cost of £100. In serving the Kelston area a connection will be made with the Waitakere supply. The district at present is served onijy from the Xihotupu source. The proposed extensions are in accordance with the growth of the township, and estimated to cost £6960. The total length of the new mains will be 480 chains of 4in. at £14 10/ per chain; installing 4in. meter on the Great Xorth Road and relaying 3in. mains, £290; making a total of 57230. The new Kelston area will require 170 chains of 4in main at a cost of £2500, and as this area carried a loan for water (not spent) when attached to the Waitemata County Council, an adjustment will be necessary when a settlement is effected between the county and the borough. The council expressed its satisfaction that the report demonstrated the value of the existing waterworks, as having been designed to form an integral part of the present comprehensive scheme, with a minimum amount of waste.

Plunket Society.—The local committee of this society irrote requesting a donation to its funds. The council donated the sum of £5.

Links Road.—A report stated that this road had been reconditioned in accordance with the terms of the agreement between the Town Board and Golf Club. Borough Commission. —The Department of Internal Affairs intimated that the cost

of the recent borough, commission amounted to £20 1/1. Bus Services. —The council unanimously approved of the alterations to the present bus time-table submitted by the Auckland Bus Company. The new time-table provides for feeder services through the district from Golf Road, Willerton Avenue and the Kelston area. ' Traffic—The traffic inspector reported that 285 drivers' licenses had been issued for the year 1929-30. On Sunday morning last a vehicle had collided with the Whau Bridge, damaging ihe hand-rail.

GLEN EDEN TOWN BOARD. The fortnightly meeting of the Glen Eden Town Board was held last evening. Mr. W. E. Martin presided, and the following members were also present: Messrs. W. F. Rosier, F. S. Lane, F. H. Shepherd, A. J. Routley and G. H. Ambler. Carting Contract. —The contract for carting and team work was renewed to Mr. J. Bailey at the same rates as before, if agreeable; failing that, fresh tenders to be called. Bus Time-table. —The chairman was appointed a delegate to the meeting of the Transport Board, to consider a revised time-table to be submitted by Mr. Edersou. Works.—lt was decided to purchase 50yds of metal waste and a quantity of weed killer for footpath.-: also to further continue the use of the scarifier and roller on Prospect Road and Valley Road. Rlunket Society. —The sum or £5 was donated to the Plunket Society. Permits.—Permits for the erection of four small 'buildings were approved. Insurance on Hall.—lt was decided to increase the insurance on the Public Hail by £200. Cross Roads. —The question of a cross road between Woodlands Road and Valley Road was raised, and the following members were appointed a sub-committee to go into the matter, Messrs. J. Bond, F. S. Lane, W. H. Shepherd and A. J. Rfjutley.

MANUREWA TOWN BOARD. The Manurewa Town Board held its fortnightly meeting last evening, the chairman (Mr. Geo. Gallaher) presiding. Mr. W. Frost was the only member absent. Friedlanders Road.—Following on the publication of formal notice by Mr. M. J. Friedlander of his intention to apply for permission 1 to' erect a swing-gate across Friedlanders Road, a written application was tendered accordingly. The clerk (Mr. H. Kay) read an objection received from a i neighbouring landowner, and it was decided'to inform Mr. Friedlander that the board, accordingly, had no power to grant his request. Browns Road Footpath.—Mr. Iv. Johnstone wrote stating that, in conjunction with the other ratepayers interested, he considered the board should bear the expense of piping the open drain along their respective frontages. It was decided to reply that the board adhered to its previous offer, namely, to put the pipes in if the property owners sunplied same. Rugby Football Club.—The local Rugby Football Club wrote offering to tender

twenty-five per cent of the gate receipts at inter-club matches, as payment for the use of Jellicoe Park. This offer was accepted. Electric Power.'—On the chairman's suggestion it was decided that, in view of the fact that Arapuni power is now available, the Auckland Electric Powi-r Board be tendered an application for a reduction in the cost of street lighting. General Rate.—Notice of motion was given of intention to strike a general ra : ;c of 2Vsd in the £, as against 2%d last year, an increase of %d.
