Commenting on Sir Joseph Ward's decision to revise the form in which estimates are presented, the "Dominion" s f^ 8 ?f neral approval will bo given to the Prime Minister's plan for check in" expenditure on Public Works undertak"nigs. Estimates of cost frequently are prepared in a spirit of optimism, and public works are embarked on with little prospect of them coming within the estimated expenditure. A progressive comparison of the actual with the estimated expenditure as the work proceeds should have a wholesome effect, not merely in keeping those in charge of the works up to the mark, but also in ensuring greater care in preparation of the estimates.
