LONDON*, February 19.
Mr. Churchill, in answer to Lieuten-ant-Commander J. M. Kenworthy (Lab.. Central Hull), said that decisions to alter the bank rate ivere taken solely on the responsibility of the governor and court of the Bank of England. It was the practice frequently to consult the Chancellor when a change was about to be made.
