AMAZED AT LOOSENESS
(Australian and N.Z. Press Association.) (Received 12 noon.) LONDON, November 20. Lord Byng'e initial act as Police Commissioner was to declare war on the London night clubs. The "Daily Express" understands that Lord Byng expressed amazement at the looseness prevailing and it is significant that many of the night clubs where drinking and gambling were continued till daybreak have already been suddenly closed.
