LONDON, November 2,
The "Daily Express," in an editorial, states that the British contractors for the Singapore naval base have placed a £70,000 contract for excavators in America. The Admiralty has apparently given out one of the biggest contracts of recent years without any stipulation against the use of foreign material. While the contractors are legally free to purchase the requirements where they please we should have thought the spirit and circumstances of their great task would have weighed as much as the strict letter of their bond, especially in view of Mr. recent appeal on behalf of the unemployed.
