Arising out of the riot at Pon* during the unveiling of a statue of M. Emile Combes, former anticlerical Premier, by M. Herriot, Minister of Education, a serious Cabinet crisis has developed requiring all M. Poincare's resource to resolve.
Articles 70 and 71 of the Budget propose to restore to the Church the confiscated property not yet distributed and to concede to religious associations engaged teaching abroad the right to train missionaries in France.
The anti-clerical section of M. Poincare's party, which is strongly represented in Cabinet, sharply protested against the scheme. M. Poincare first suggested a compromise limiting the number of novitiates allowed to be trained.
Cabinet met twice to-day but failed to resolve the differences, and it is now suggested that M. Poincare may withdraw the clauses from the Budget and modify and embody them in a separate bill. If this fails it seems impossible to avert Ministerial complications.
