A progressive land settlement policy and railway construction policy are Sir Joseph Ward's suggestions as a permanent solution of the unemployment problem in New Zealand. Side by side with those extensions there would be a steady development of the Dominion's economic secondary industries.

Sir Joseph told his audience last night that, for the immediate relief of unemployment, a vigorous national policy of completing all main lines should be inaugurated.

There would be drastic restrictions of assisted immigration during tlie winter, and as far as possible all the unemployed would bef absorbed on the of main railways already authorised. The United party's policy would be to discontinue the construction of any new short railway line, and there would be no fresh authorisations of main lines.
