Could Not Be Obliterated From The Declaration. SOUTH AFRICAN CONGRESS. (Australian and >».Z. Press Association.) CAPETOWN, September 7. | The Nationalist Congress, after much travail, substituted an acceptance of the declaration of the last Imperial Conference as to status for the secessionist clause in the constitution. Country delegates failed to reconcile recognition of the King -with independence, and argued that the conditions of the declaration comprised a negation of independence and could not obliterate the wfirds "within the Empire." The Minister of Mines, Mr. F. W. Beyers, said: "We are what is higher than a Republic. We have sovereign independence, which gives us the inherent right determine our form of government." iV> the British deny they are independent because their King is i also King of Australia and Canada V'
