MONSOONS IN PUNJAB. • (United Service.) DELHI, August 22. After a month's drought in the. Punjab reports are now to hand of good rains and monsoon conditions there. If these continue they should ease th«> grave conditions. The wheat, cotton sugar-cane, and rye crops are much' below normal.
