Union Movement Gains Impetus Rapidly. SOCIALISM COMMON CAUSE. ("Times" Cables.) LONDON, July 24. The Berlin correspondent of the "Times" says the movement for the union of Austria and Germany is rapidly gaining impetus. Statesmen in both countries have for a long time been paving the way through co-operation in social and industrial questions, and the unification of the penal codes and railway regulations. The movement has recently gathered speed and weight. The German Chancellor, Dr. Mueller, and the President of the Reichstag both belong to the Socialist party, which especially favours a union between the two countries because the Socialist element in Austria is powerful. The speeches delivered at the Schubert festival in Vienna have produced a resounding echo in all political circles in Germany. The newspapers of every political complexion reported the proceedings with pride. Even the Nationalist organ, the "Allgemeine Zeitung," says it rejoices that the influence of German music caused thousands of Austro-Germans to avow their allegiance to a united Germany.
