Mussolini Wants Quantity Before Quality. POWER THE OBJECTIVE. ("Times" Cables.) LONDON, July 24. The Milan correspondent of the "Times" says the Prime Minister, Signor Mussolini, is disappointed because the birth-rate continues to fall in North Italy in spite of the tax on bachelors and the prizes given for large families. He has sent an article to the Press opposing the theory that improved quality compensates foj: diminished quantity. He says he wants quantity. "Without quantity there is no quality, and without number there is no power," says Signoi 1 Mussolini. "Fifty thousand men will equip 10 regiments of armoured cars, but 100,00(1 men will equip 20 such regiments. Babylon, Egypt, Thebes and Ancient Rome fell because their birth-rates fell. "A reduction in numbers does not mean more vital children, either physically or mentally. First-born children are always the weakest. Also, it is ridiculous to say that machines will ever replace men. The population must be increased for peace as well as for war."
