In the House of Commons the Chancellor of the Exchequer, Mr. Winston Churchill, informed Mr. L. Hore-Belisha (Lib., Devonport) that he would not
give an opportunity of discussing Viscount Inchcape's gift to the nation of £500,000, tha estate of his daughter, Hon. Elsie Mackay, "who vas lost with Captain Hinchcliffe when on a transatlantic flight. Mr. Hore-Belishal? "Without detractnig frpm Lord Inchcape's generosity, Captain Hinch-
cliffe's widow *ays she has a sort ol moral claim against the estate. The Speaker: That is not a matter for Mr. Churchill.• ....
Mr. Hore-Belisba: The State benefited from the accident. Surely it is within Mr. Churchill's power to make provision for the widow, or to permit the House of Commons to discuss the desirability of doing so. The Speaker: Mr. Churchill does not control the business of the House.
