At Romford, Essex, has been started a slate club to which poor dogs can belong on payment by their owners of twopence a week. This enables the dog to receive benefit at Christmas in the shape of a license. The balance of the subscription provides licenses for the dogs of widows and ex-Servicemen who cannot afford to" become paying contributors.
