DENOUNCED BY MAGISTRATE. "GOD HELP THE COMMUNITY." (By Telegraph.—Press Association.) GISBORNE, this day. Dismissing a charge of vagrancy against a man alleged to be a bookmaker's assistant, and always loitering about the street, Mr. Levvy, S.M., said: "I suppose the Legislature, in passing Section 20 of the Police Offences Act, 1926, gave it some consideration, but if it were applied as it could be applied, God help the community. I cannot support the position that gives the police the right to bring a man before the Court on such a charge as this, which has the effect of assuming the man is guilty before he is proved innocent."
