OTTAWA, March 23. A proposal for the Union of Canada and Newfoundland was endorsed by the Senate on Thursday. Senator C. E, Capper introduced a resolution that the time was favourable to consider union. He said he. would like to entertain a vision of the time when not only Newfoundland but the West Indies and all the units of the Empire on this side of the Atlantic would be consolidated in orie great dominion. Senators agreed that the offer -must come from Newfoundland.
