France And America In War Outlawry. GENEVA CONVERSATIONS. (Received 10 a.m.) PARIS, March 21. According to "Le Matin" and the "Petit Parisien," it is believed that as a result of the Geneva conversations a way may be found for France to meet Mr. F. B. Kellogg's wishes for a FrancoAmerican war outlawry agreement without infringing either the League Covenant or the Monroe Doctrine.
