Settlement Of Franco»American Disputes. ARBITRATION TREATY SIGNED. WASHINGTON, February 0. The French Ambassador, M. Beranger, and the United States Under-Secretary of State, Mr. R. E. Olds, will to-day sign a new Franco-American arbitration treaty. This will mark the existence for a century and a half of the original treaty of amity and commerce between the two countries, which was signed in 1778. The preamble to the new treaty states that, it is the desire of the two countries always to settle their differences by peaceful means. Questions involving the obligations of France under the League of Nation.-, those affecting the Monroe Doctrine, and those of a purely domestic character are [ exempted from arbitration.
