At the Pan-American Conference tlie Argentine delegation launched an h". tuck against intervention in the affairs of Pan-American nations. This is considered to he a reference to Nicaragua and may frustrate the efforts to codify Pan-American international law, since it is believed the- United States will not permit an expression against interven- i tioa in the proposed code. '
