FORMAL ATTENDANCE ONLY
NEW YORK, November 22.
The Washington correspondent of the "New York Times" says the participation of the United States in the meeting at Geneva on November 30 of the .Preparatory Commission on the Limitation of Armaments will probably be confined to the formal attendance of its delegate, The American Minister to Switzerland, Mr. C. Wilson.
As the question of security will presumably raise no problems of direct concern to America it. is not intended to send technical experts, particularly as discussions on the limitation of armaments are. not proposed to be held until next spring. The Government may later find it advisable to state its position by a simple declaration of its policy, that it has no interest in European politics.
Word has now readied the Department of State that Britain is contemplating offering a resolution to the Coinmission for the appointment of a special committee to consider the limitation of naval forces, as intimated by dispatches from Paris.
The Departmental officials doubt whether such a proposal would be carried at the Geneva meeting, but if one of the naval Powers made an informal proposal for Britain, Japau and the United States to consider the question of naval limitation informally, durinsr the deliberations of the Commission, the United States might consider such a suggestion.
