The Soviet Charge d'Affaires, M. Rosengoltz, has written to the Secretary of State for Foreign Affairs, Sir Austen Chamberlain.
He has requested permission for the Russian directors of Arcos, Ltd., British companies conducting Anglo-Russian trade and also for departmental managers and the necessary staff to remain in England to wind up their businesses.
Otherwise, he says, the- immediate liquidation of these concerns will be ordered.
In that case the responsibility for all damages suffered by the Russian institutions and citizens, or by British citizens, as a result of the speedy liquidation will, says M. Rosengoltz, rest on the British Government.
It is stated that whatever concessions arise out of M. Rosengoltz'e letter, neither he, M, Khinchuk, nor the staffs will be permitted to remain beyond ten davs.
