Mr. Russell replied: "In England an increase m the bank rate cheapen? commodities because it ends all speculative holdings-it compels people holding apeculative investments to liquidate them, and to a certain extent the same results will follow here. I don't think that the 7 per cent rate will be maintained long, because I feel certain that the attractive terms offered by the banks will result in money flowing in freely."
