3HBCOMMENDS ONE SCHEME

CITY AND SUBURBS

Last evening, Mr. R. B. Hammond, SDireetor of Town Planning, attended the Meeting of the New Lynn Town Board tmd explained the working of the Town planning Act, which came into operation |ast January.

The chairman of the board (Mr. W.G. Jiovie), in welcoming Mr. Hammond, stated that the board waa keenly interested in town planning and would be glad to get expert advice on the subject. They had already made a in the matter.

Mr. Hammond stated that the purpose inf his visit was to explain the procedure •of the scheme in accordance with the regulations. The first step to be taken the preparation of a civic survey map of the district. Examination of 4hia map would reveal the position of ratreets, communication. services; reserves *nd Crown lands. The next step would ibe to prepare the provisional town planning map on which would be shown all jrorks, proposed new streets, the widening! of roads, proposed building lines, recreation grounds and other spaces, «sc. : The principal lines of communication would be set out. It would be to consider the by-laws of the district in relation to the working of the scheme. When the scheme had been formally approved it was necessary fo advertise its .proposed adoption in •order that objections might be heard. the Town Planning Board would examine the proposals. » The director pointed out that difficulties would arise "dining the preparation of the scheme but these would disappear when the scheme had been approved. It would be necessary to zone the manufacturing, business and residential areas. No one was expected to suffer hardships by the adoption of the scheme but compensation was not ■provided, for in the question of zoning. Betterment would be largely set off against ;any compensation. Asked what was the position at the present time in respect to the erection ©f buildings, Mr. Hammond stated that there was. nothing definite until the scheme had been approved, although after the; commencement of the Act, * n «* Pendjiiß L|he' ; preparation and approval of ia4ipwn planning scheme, a local authority may absolutely or conditionally ltefui»e. ; jfte consent ,', to the erection of a building that does not conform to its proposed town planning scheme.

Questioned as to the advisability of the adoption of one scheme for the city of Auckland and the outer suburbs with an expert at the head of affairs, Mr. Hammond said this would be the most 'satisfactory scheme of all. It would be-easier and cheaper. He suggested the calling of a combined meeting at which he; would attendand give an, illustrated: address showing the wisdom of local bodfee going in for a combined echeme|^|tdßi;|h«;-point of view of the Town Planning Board, it would be readily realised how much easier it would be to examine one comprehensive proposal than, a separate scheme for each of the twenty-four Ideal bodies of £he Auckland district. -•■ < <
