Imposition of Penalties Likely. SUPPORT FOR BRITAIN. (Ileceivprl V- iinon.l LONDON, April 17. The '"Daily Telegraph's" diplomatic correspondent says that Britain is compelled to impose penalties owing to the Cantonese non-compliance with the five Powers' demands. It is now assured that the other Powers will support the British naval commander's recommendations. It is understood that these include local blockades, the bombing of military establishments, the occupation or reoccupation of certain centres. In any case if the Cantonese refuse reparation for the Nanking outrages Britain will not hesitate, if necessary, to act alone.

A message from Shanghai says that additional warships are being rushed to Hankow in preparation for the Powers' next step with regard to the Nanking Notes. The warship Vindictive with seaplanes, and the United States cruiser Cincinnati, are among tha vessels en route. The latter received her baptismal fire from the Kiangsu forts in the vicinity of Chinkiang. One sailor was wounded. The Cincinnati replied and silenced the forts.
