CHEN'S APPEAL.
Plan for New World War
Alleged.

XEW YORK, April 15.
An appeal to the people of the United States has been issued bv the Cantonese Foreign Minister, Mr. Eugene Chen. It has been published through Mr. Ernest Moy, who represents the Chinese Nationalist News Agency, and alleges that the Government of the United States led the people to participate in a massacre compared with which the World War was "a mere ripple on the sea."

''uve decided to plunge into a new world war," says Mr. Chen, "to solve all their difficulties in the Pacific.
Xot one American citizen nor one American cent would have been endangered by the success of the Nationalist revolution in China if during the past few weeks White House had not adopted new decisions which have radically changed America's old policy in China."
