Very stronj; ** exception is taken to remarks by a: ratepayers and residents of Newmarket, R many of whom are also ratepayers in the p City, and consequently in a position to n judge the merits of the respective ndminis- S trations. In the lirst Instance we desire to point out that the people of Newmarket b have, on two occasions at least, during the n past, decided the question of amalgamation in the time-honoured custom, with the result that the proposal was rejected by an J. overwhelming majority on each occasion. The same opportunity "presents Itself to-day. -» but it is clear that the feeling against union has strengthened, rather than weak ened, during the intervening years. We consider it very regrettable that Mr. Baildon, If correctly reported, should express views so opposed to the true spirit and principle of local government, particularly in view of the very high and dignified office he now occupies as Mayor of Auek- T land. "^ r - Warnock, a candidate for the Mayoralty, has also had something to say ~ on the subject, and If he is likewise reported correctly, while not fully endorsing the Mayor's views, does not condemn them, g but advocates on one hand the union of nil the local authorities on the isthmus, nnd on the other the retention by local bodies of U local control and the constitution of n body with the powers of the London County Council. It is difficult, Indeed, to reconcile ~ these two viewpoints. Mr. Warnock cites * the case of Point Chevalier as an instance where advantage has been gained by the \ amalgamation of an outside body with the City. In other words, he implies lui" highly developed areas, such as Queen Street nnd Karangnhapc Road, we presume, are providing the greater portion of the funds expended on Improvement* in tinouter parts of the City. Can Mr. Warnock show us where the application of this principle would be advantageous to Newmarket ': We rijther think the reverse is the case, and that Mr. Warnock*s argument Is a very sound reason why Newmarket ~ should retain its independence and control of its own affairs. Both Mr. Baildon and Mr. Warnock have stressed the point that the outside local bodies have much to gain by union with the City. If this Is so. then we respectfully suggest that the voice of the city elector should be heard in an arrangement that Is obviously to his disad vantage. Reference has also" been made to the gcoivnphirnl position of Newmarket nnd , its relation to the City of to-day. This ' position, it should be recollected, has been created by the amalgamation of neighbour ing local authorities with the City, not by any action on the part of Newmarket. If the present position of the Borough is to be used ns an argument in the direction of enforcing union which Is distasteful to the people of Newmarket, then we venture to suggest that the future of every local authority within reasonable distance of the City is menaced, and the whole principle of local government — nnd In this connection we particularly desire to emphasise the word '• local " — Is at stake. To judge bv the remarks of these gentlemen nnd others on the question of local government ns it affects Greater Auckland, it Would appear to be a matter of very great moment. I.et us compare the position of Auckland with that of Sydney anil Melbourne. Jn the metropolitan aren of Svdney there nre no less than f>o municipalities. The Citv of Sydney has nn area of :tl»s ncres nnd a population of 10ti.3.">0, whereas the metropolitan area Is 115.2!i0 ncres In extent, with a population of 1.03U.3U0. CnmperdoWn is the only municipality which has amalgamated with the City of Sydney since the , passing of the Sydney Corporation Act, 2."i years ago. Melbourne Is In a somewhat similar position. The City of Melbourne has an nrea of acres, and a population of H>3,700, while the metropolitan area ex tends for nn nrea of 15*.11 l ncres. with a ' population of 7*2.000. The last amalgamation with the City of Melbourne occurred in 1005, when the town of North Melbourne became part of the City. These figures are authoritative, and serve to indicate, that the question of amalgamation Is not considered to be of paramount importance in the dc ' veloptnent and administration of cities ; compared with which Auckland. In the matter of size and problems, Is niore or less In its infancy. Newmnrket has no ticsire to link tip with the City, nnd we ven lure to suggest that the question has l>ccn raised at this juncture to cloud the real Issue at present before the electors, and that is the administration of the City during the past two years. We, the undersigned, are for the absolute maintenance of Newmarket as a self-govern-ing municipality, and will do our utmost to defeat any proposal on the part of the City to legislate Newmarket into Greater Auckland. j (Signed) —- . _________ S.
