A serious situation is developing as the result of an open break between the Hankow Government and Chiang Kai-shek, the Nationalist Generalissimo. Chiang descended with a force of 10,000 troops and distributed them in the native areas. He is determined to exterminate the armed labourers who are constituting a grave menace to the peace of Shanghai and as an outcome of an all-night fight, killed scores and wounded hundreds of the guerilla gangs. He disarmed thousands, seizing bombs, machine-guns, rifles and artillery, which were used to compel the surrender of the guerilla fighters who were sheltering in a Chinese club house. A foreign force stood ready but did not participate. As the outcome of the affair, the General Labour Union has issued a manifesto warning the councils of the foreign settlements that to-morrow they intend seizing the councils' buildings and police stations.
