GIVING NOTHING AWAY

Non-Compliance With NankingDemands. AMERICA GUARDED. NEW YORK, April 11. The Washington correspondent of the '"'New- York Times" says the question whether, in the event of the rejection or ignoring of the demands contained in the identic notes to the Cantonese, the same unity of purpose will dominate the "appropriate measures" which the five Powers are prepared to take is one on which officials decline to throw any light. Apparently the future alone can answer the question. The State Department indicates that to reveal the next step in the event of non-compliance with the demands would only be giving advance information to the Nationalists. It is understood, moreover that if the five Powers have agreed upon the stps to he taken such an agreement is only informal at present. It is predicted that America will not embark on any military movement against, the Cantonese other than what may be involved in protecting the nationals. These predictions have not been denied.

AN EARLY WAR.

RUMBLINGS FROM MANCHURIA. TOKYO, April 12. Japanese correspondents at Harbin, Central Manchuria, report that points on the Siberian border are blocked with Northern Chinese and Russian troops. They are preparing for eventual hostilities. The Russian forces total four divisions. These include a division and a-half of Chinese Communists. Soviet officials and other Russian residents of Harbin are preparing to leave that town. The Russians are exultant and predict an early war. The Japanese Chamber of Commerce at Mukden, the capital of Manchuria, have asked for more protection. This the Japanese Foreign Office states is not necessary.—(Sydney "Sun.")
