TROOPS ESSENTIAL.
FRENCH MISSIONARY'S VIEW. (Received 10 a.m.) PARIS, March 9. A French missionary, M. Robert, who was 40 years in China, is of opinion that 3000 Europeans could without difficulty defend Shanghai against 60,000 Chinese. A wave of xenophobia would render the Chinese even less fit for self-govern-ment than at present. A Republic is unlikely to endure. Even Dr. Sun Yat-sen could only have maintained a Republic based oil Imperialism, combined with European action, which ■""as essential for the restoration of order.
