Baldwin Endorses American Proposal.

THREE-POWER MEETING.

WASHINGTON. February 23.

It is reported in Washington that the Prime Minister of Britain, Mr. Stanley Baldwin, in the course of a recent address endorsed the proposal made by the President of the United States, Mr. Calvin Coolidge, that a conference of the Powers should be held to discuss a further limitation of naval armaments.

This has strengthened the belief in Washington that efforts would be made to convene a three-Power meeting at Geneva to consider the limitation of the construction of auxiliary naval craft.

It is intimated that it might be advisable to couple with any agreements ns might arise from such a conference an understanding that limitations would become non-operative once France or Italy had built up to a certain specified point.

It is now announced that Mr. Coolidpe's memorandum was also sent to Argentina. Brazil, Chile and other Powers in Europe and Asia as an act of courtesy. It is understood that the (Jovernment of Argentina has informed the United States that it feels that no naval conference should be held until the result of the Geneva conference has been seen. I
