J posing a constitutional amendment per-, J mitting the State option system of pro- \ hibition, which was referred to the judiciary committee. The amendment would permit States in their discretion to authorise the l manufacture and sale of beer, wines or, - liquor of greater alcoholic content, under certain restrictions. Federal Government liquor would be manufactured only for consumption and j 1 transportation in a State which adopted • the scheme. Other States would pro-' j hibit liquor. The Federal Government could limit . the number of manufacturing and retail establishments and the number of sales ' to each person. The proposal is patterned after the Canadian system, but there is no possibility of action being taken during the present session of Congress. j
