Attempt to Block Out Foreign Money. BILL REJECTED. LOXDON, February 20. Friday's sitting of the House of Commons was occupied in discussing a private members' bill introduced by Mr. R. Mitchell Banks (Con.. Wilts), and seconded by Mr. Basil Peto (Con., Devon). * The bill was designed to prevent any person or association from inviting, accepting or using funds from foreign sources for the furtherance or maintenance of industrial disputes. ; Mr. Banks, anticipating the Government's aloofness from the measure, said it was all very well for the Home Sec-1 retary, Sir W. Joynson-Hicks, to say he could not stop foreign money coining to England, but he did so during the general strike and sent it back to Moscow. Undoubtedly foreign money prolonged the disastrous coalmining strike. Mr. W. T. Kelly (Labour. Rochdale) moved the rejection of the bill. He said he had always been opposed to strike*. He would welcome* any bill which was really "a blister on Communism,'' but this bill would not hurt Communism a little bit. ' The Home Secretary said the Ministry was of the opinion that the bill should be left to the decision of the House.
